Lead Java Engineer, Lead Flutter and Android Engineer, Full-stack Tech Lead, Platform Architect Open to UK roles

Prateek Garg

Hands-on lead engineer. I architect Java and Flutter systems that work offline, at national scale, and I build the teams that ship them. My work serves 300 million people.

Prateek Garg · Lead Engineer

I'm a lead who still writes code every day. For nine years I've designed Java and Flutter systems for the hardest conditions: no network, low-end phones and government deadlines. In a group of 40 engineers, I lead a team of 10+ and mentor them into owners of their own projects. I care about two things: software that holds up in the real world, and teams that don't need me in every meeting.

One engineer, four ways to lead.

01

Lead Java & backend

Spring Boot services secured with Spring Security, REST and microservices on PostgreSQL. FHIR-compliant and interoperable with DHIS2 and CommCare.

Proof Designed the backend for Uttar Pradesh's eKavach, serving 220 million citizens.

  • Spring Boot
  • PostgreSQL
  • Microservices
02

Lead Flutter & Android

Led the move from native Android to a single Flutter codebase. Offline-first with Bloc and GetIt, a shared design system, multi-flavor builds and packages published to pub.dev.

Proof One app codebase shipping to 12 deployments, each releasing independently.

  • Flutter
  • Dart
  • Android
  • Kotlin
03

Full-stack architecture

A configuration-driven platform spanning Java APIs, Flutter mobile and Angular/React web, with Jenkins CI/CD and Docker. I keep backend schemas, web and mobile aligned across releases.

Proof A new state goes live in a week and a new form in a day, with no code changes.

  • System design
  • Angular / React
  • Jenkins
  • Docker
04

Team leadership & delivery

I run hiring, onboarding, code-review standards, sprint planning and releases for my team of 10+ engineers within a 40-engineer group, and I own delivery with government and NGO clients.

Proof Grew 10+ engineers into implementation owners, and consistently hit government rollout deadlines.

Problems I owned, calls I made.

01 / ArchitectureJava · Flutter

1day per new form

Configuration over code

Problem
Every new state or programme meant new code and a new release.
My call
Stop hand-coding forms. I designed a configurator and renderer so forms, rules and workflows became configuration.
Result
A new form in a day and a new state in a week. The platform scaled to 12 deployments.

  • Rule engine
  • Spring Boot
  • Flutter
02 / Applied AIWhisper · Qwen · Gemini

10×faster data entry

Voice-first data entry

Problem
Health workers spent 3–4 minutes typing each form on small screens, often without a network.
My call
Let them speak instead. Whisper for speech-to-text, an on-device Qwen model offline, and Gemini when online.
Result
Form entry dropped to about 20 seconds.

  • On-device LLM

03 / PerformancePostgreSQL · SQLite

30×faster sync

Offline-first sync

Problem
Data sync took 5 minutes on weak rural networks, the exact places the app had to work.
My call
Redesigned the sync strategy and tuned the heaviest queries, on top of offline data models with conflict resolution.
Result
Sync in about 10 seconds for the largest deployment, 220 million citizens.

  • Bloc
  • Query tuning
04 / MobileFlutter · Jenkins

1codebase, 12 deployments

Android → Flutter migration

Problem
Native Android code slowed down releases and features across many deployments.
My call
Led the migration to one Flutter codebase with a shared design system, multi-flavor builds and Jenkins pipelines.
Result
Faster feature delivery, and every deployment now releases independently.
  • Flutter
  • Design system
  • CI/CD
  • pub.dev
05 / InteroperabilityFHIR · DHIS2 · CommCare

FHIRcompliant by design

Secure, interoperable health data

Problem
Patient data had to move between health systems and stay protected.
My call
A FHIR-compliant architecture on Google's Open Health Stack, shaped by field research with Sewa Rural. Encryption, RBAC and audit logging throughout.
Result
Interoperable with DHIS2 and CommCare. Government data stays on-premise and NGO data runs on AWS.

06 / LearningWeb · Mobile

175Khealth workers trained

Training at scale

Problem
Hundreds of thousands of field workers needed training, far from any classroom.
My call
Built a fully dynamic learning platform: course setup on the web and a mobile player for every media type.
Result
About 175,000 health workers trained. It also powers Amma Kosam in Telangana.
  • Course builder
  • Media player
  • Offline

Four rules I lead by.

  1. 01

Build for the worst network, not the best.

If it works offline on a cheap phone in a village, it works everywhere.

  2. 02

When a problem repeats, configure it.

The third time I write the same code, I build the tool that writes it instead.

  3. 03

    Grow owners, not followers.

A team is ready when it ships without me. I've grown more than ten engineers into implementation owners.

  4. 04

A deadline is a design constraint.

Government rollouts don't move. I plan scope and architecture around the date, then hit it.

“Prateek approaches problems thoughtfully and takes responsibility for delivering quality solutions. He remains calm under pressure, communicates effectively, and is committed to finding practical solutions rather than simply completing tasks.”

From one offline app to a platform for 300M.

FieldSync

A small, public version of the problem I solve at work: an offline-first sync engine. The Spring Boot and PostgreSQL server merges changes field by field, makes retries safe and never lets a device miss an update. The Flutter client keeps working with no network and syncs when it's back.
